The Payments Association EU and the National Bank of Belgium are inviting you for the Regulator Working Group of February 2025
The NBB will share its latest insights on:
- the evolving framework of PSD3/PSR as well as the direct access to payment systems for non-bank PSPs (stated to enter into force by April 2025).
- the IPR and its practical implementation in Belgium
The session will be moderated by Alex Backer and Sylvia Kierszenbaum from A&O Shearman.

Our Regulator Working Groups are monthly online 1h meetings, where our members come together and discuss the key issues inherent to the regulation of our payment industry in Europe, as well as the evolution of our industry in general.
Our objective in setting up this working group is to guarantee a "safe space" for our members' compliance officers who wish to discuss regulatory hot topics once a month under the "Chatham house" rule. The group regularly invites "special guests" such a key officials from the European Commission, local regulators or prominent actors of our industry. Among the topics discussed recently: the EU Digital financial strategy, PSD3, MiCA, Instant Payments, SPAA, CESOP…

Tim Hermans
Executive Director of BNB
Tim Hermans graduated as an economist in 1997 and joined the National Bank of Belgium in the same year. In the Bank he worked as an economist-statistician and, later on, as an analyst in the Prudential Policy and Financial Stability Department.
From 2004 until 2009, he was an advisor and Chief of staff to the Minister of Economic Affairs and the Minister of Finance.
In 2015 he was appointed a member of the Board of Directors of the Bank. In that capacity he is in charge of surveillance of market infrastructures, payment services and cyber risks, as well as cash operations and the IT-department.
Besides his responsibilities in the Bank, he is a member of the High Council of Finance and he is also the vice-chairman of the Belgian National Council for Productivity.
